2 Euro Commemorative Coin Malta 2011 First Election of representatives in 1849 First Elected Representatives, 1849 – Issued in 2011, this €2 commemorative coin recalls Malta’s 1849 constitution. Under British rule, the Maltese were granted the right for the first time to elect their own representatives to the Council of Government. The elected members initially formed a minority, while the council mainly advised the British governor. Even so, the arrangement represented an early move towards representative government. Political development was encouraged by the abolition of press censorship in 1839, together with newspapers, public meetings and other forms of election campaigning. The coin’s central design depicts a hand placing a ballot paper into a ballot box, clearly evoking the democratic act of voting.
