2 Euro Commemorative Coin Italy 2005 1st Anniversary of the Signing of the European Constitution Italy’s 2005 €2 commemorative coin marks the first anniversary of the signing of the Treaty establishing a Constitution for Europe. Representatives of the then 25 EU member states signed the document ceremonially in Rome on 29 October 2004. It was intended to consolidate the Union’s political and institutional foundations, but never entered into force because ratification was not completed in every member state; France and the Netherlands rejected it in national referendums in 2005. The coin’s central design refers to classical European mythology. It shows Europa being carried away by Zeus, represented as a bull, while he holds a quill and the constitutional treaty. Twelve stars on the outer ring and the inscription “COSTITUZIONE EUROPEA” reinforce the theme of European unity.
