2 Euro Commemorative Coin Malta 2013 The Self-Government Constitution of 1921 Self-Government, 1921 – Malta issued this €2 commemorative coin in 2013 to mark the constitution of 1921, which granted the island broader powers of internal administration under British rule. The measure emerged amid the political and social pressures intensified by the economic difficulties that followed the First World War. For the first time, the constitution provided for an elected cabinet responsible for managing local affairs. The national side combines a map of the Maltese islands with a representation of the population, while the inscription identifies the anniversary. Twelve stars encircle the design, recalling Malta’s place in the European Union.
